CHECKLIST FOR MEETING WITH THE GOVERNOR
(i) TALKS WITH CHINA
[The Governor has said he would like to use the Minister's
meeting with ExCo to discuss future strategy and the handling of constitutional issues generally. Hong Kong will provide a speaking note on this for both the Governor and Mr Goodlad.]
Would welcome your advice on how best to handle my meeting with LegCo. Expect to be pressed on question of deadlines and when legislation shall be tabled.
(ii) HMOCS/CIVIL SERVICE ISSUES
- The Cabinet Office paper set out the issues involved but
did not recommend a solution. We have conveyed your views on the paper to the Cabinet Office with copies to the Prime Minister and the Treasury. We are trying to keep the Prime Minister involved otherwise it will be very difficult to
resolve this issue.
- I will remind HMOCS Association that we have made progress and that we hope they will continue to be patient.
Secretary of State wondered if you could look once again at
the possibility of the HKG contributing something towards a settlement. [For information: This idea has already been
