INTRODUCTORY REMARKS
Pleased to be back in Hong Kong again. A lot has happened since I was last here in September. Look forward to seeing things for myself and to discussing matters with the Governor.
The main theme of my visit here will be the environment and I am looking forward to seeing how you plan to deal with the unique problems Hong Kong faces in this
area.
However I will also take the opportunity while I am here to meet Exco and Legco members and listen to their views on a number of subjects.

Legco motion calling for revelation of content of talks.

Have agreed that talks will be confidential. But we will inform Legco and the public about any understanding reached. It will be for Legco do decide wether to pass or amend Legislation presented to it.
Through train main issue in talks? Not prepared to speculate on what is being discussed in the talks.
Chinese criticism of BEC bill? Do not understand this. BEC bill is purely technical in nature and does not prejudge other issues.
Sir P Cradock says UK policy has changed He is entitled to his view. But in fact our position has remained unchanged. we seek arrangements for elections that are fair, open and acceptable to the people of Hong Kong.
Not at all. Hong Kong is an associate member of the IMO in its own right.
