This visit was conceived as one of the regular series of visits by the Minister of State, and intended to focus primarily on community and environmental issues. It will now fall immediately after the fourth round of talks in Peking,
at which we are scheduled to move on to substantive discussion of electoral arrangements for 1994 and 1995. visit will really be an opportunity with the Governor and ExCo to take stock of the talks and look ahead to future strategy. But inevitably this will also increase the pressure (from the media and LegCo) to focus on
constitutional issues.
