We are sending by telegram a short up date on BTC telno 241. Enclosed with this letter are a brief from the British Council, a copy of the British Chamber of Commerce's last strategy paper- and the guest list for the British Chambers dinner on 11 October.

In the British Council brief, Tom Buchanan (Director) has prepared a note (paper (E)) on the scholarship programme in Hong Kong. You will be aware that we have yet to reply to Peter Ricketts' letter of 7 June about the FCOSAS allocation. Mr Goodlad was keen to ring fence £500,000 for scholarships once HKG's contribution is withdrawn. We have discussed with the British Council ways of using the £500,000 from the FCO. First thoughts are that we should earmark £250,000 for the management training centre the British Council are helping set up. We will try to allow 15 minutes or so (from 4.45pm) on 12 October to discuss the scholarship programme with Mr Goodlad at the British Council.

There are no specific issues to raise with Mr Goodlad when he calls at this office for briefing (brief number 8 in the enclosure to your minute).

PS/GH is sending an up-dated version of Mr Goodlad's programme to you.

It is proposed at present that Mr Goodlad will meet James Chiu (Chairman) and William Courtauld (Vice-chairman) of the British Chamber of Commerce at 7.30pm on 11 October to go over the Chamber's strategy. This will be followed by dinner at 8.00pm (guest list enclosed). Mr Cornish will be present throughout.
