1 Mr Goodlad is content for the Press briefing slot at 1600 on 12 October to be devoted to a radio interview with RTHK (we

believe about ten minutes should suffice). Subject to your views and those of BTC, we consider that there are ample stand-up and doorstep opportunities to cater for the press and TV on this occasion.

We appreciate it is outside your control, but grateful if you could obtain from LegCo an early indication of the questions they are likely to ask the Minister. This would be most welcome if at all possible DESKBY 07080OZ - ie in time to help us refine the briefing, (on the last visit their "advance'' notice arrived too Late to be of practical help to us).

With an eye to the briefing, it would be useful to know how the phased registration of BNOS programme is going, and whether LegCo are likely to raise any aspects of this. Similarly, how has the public responded to the Spanish reimposition of visas on 1 October any likelihood that LegCo will press the Minister on visa-free access to Europe for Hong Kong people?

We note that First TUR has the arrival and departure times for the British Council reception scheduled for 1645 and 1745 respectively, but that the Background note supplied by the Council for this event suggests that the Minister is expected to arrive at 1700 and depart at 1800 (ie the time he is scheduled to arrive at LegCo). Smith-Laittan's letter of 30 September to Woodrow, HKD suggested that 15 minutes (from 1645) might be earmarked for discussion of the scholarship programme at the Council. This would dovetail with the Minister's arrival at the
