Mr Goodlad said that HMG had been in regular contact with the United Nations High Commission for Refugees (UNHCR) over the effect of the VM problem on Hong Kong. The UNHCR was fully aware of its commitments and obligations to repay the debts owed to the Hong Kong Government. HMG had contributed over £60 million to resolve the problem and would make further substantial financial contribution in the 1993-94 financial year. Through the efforts of the British Embassy in Hanoi, the British Bilateral Aid Programme and the European Community International Programme, the situation in vietnam had been improving, thus contributing to the success of the orderly repatriation programme.
