BRIEFING FOR MR GOODLAD
The Minister has seen the Private Secretary's circular about briefing for the Prime Minister. Obviously the "Ten Commandments" and "Additional Points" in this have a more general applicability to Ministerial briefing. However, Mr Goodlad has commented that he prefers to have full personality notes on his interlocutors, including details of education and early career.
