The Minister was most grateful for the response in TUR. The Secretary of State has now agreed that he should visit Hong Kong as proposed. His present plan is to arrive from Seoul on KE617 at 11.45 on Friday 7 January, and leave on BA26 for London at 2225 on Sunday 9 January.

The Minister would be accompanied by Greg Dory and (if this poses no problem) by me. Subject to your views, this might be a useful opportunity for me to tune back in to discussion in the Ad Hoc Group on the way forward, particularly as regards the handling of second-stage legislation. I will need to be writing an OPD (K) paper shortly afterwards and would find it most helpful to be present for the discussions with the Minister, and possibly to stay on for a day or so afterwards.
