Paper
is
to
be
published
on 17
February,
soliciting
it would be diplomatic to inform Chinese (without
a response) very shortly beforehand.
This could
be done in the afternoon of Tuesday, 15 February i.e. after
ExCo.
We
may however need to alert ExCo some time before the Chinese New Year holidays (10-13 February).
