To maximize

our flexibility regarding which

package we are to

put forward, and so that a decision in

this respect can be left until late February/early March

1994, it is essential that we have two sets of legislation

ready: one on the 1992 package, the other on the 1993 package. CAB are already liaising with AGC to this end. The "1992 Bill" should be ready shortly after the New Year;

drafting instructions for the "1993 Bill" will be issued in

early January 1994 with a view to finalizing the draft bill

by mid-February.
