Pros and cons of making contact (a) in advance of Sir R McLaren's return, or (b) using Sir R McLaren's return as pretext for new offer to re-establish dialogue.

(Drawback: not much time then before tabling of second stage on 9 March). Any other possible channels?

papers attached)

Assessment of Chinese response: likely to be

significantly greater if Governor tables 1992 version. Tabling 1993 package would not produce Chinese

acquiescence. But it might affect their willingness to resume some dialogue with HKG in due course on other transitional issues.

Preparations for OPD (K)

FCO to draft memorandum in the usual way, clearing with Hong Kong and Peking. Need to factor in Sir R McLaren's

views.

Suggest paper should set out the options with indications of the Governor's preference.
