MINISTER OF STATE VISITS TO HONG KONG
1. I drew the Minister's attention to Question No 38 in the attachment to Peter Lynch's (South China Sunday Morning Post) letter of 5 February to the Secretary of State. This queried whether the frequency of Mr Goodlad's visits to Hong Kong betokened a change in his role.
2. I attach a list of visits to Hong Kong by the relevant Ministers of State since autumn 1987. You will note from this that up to now Mr Goodlad's visits have been at least as frequent as those made by Lords Glenarthur and Caithness (Lord Brabazon did not visit Hong Kong during his short term in office). The Minister hopes that you can make use of this information if members of the media raise this issue with you. If the next visit by Mr Goodlad to Hong Kong is much delayed, however, you can presumably point out the difficulties of Ministers travelling outside the Parliamentary recess. (We would have looked at the possibility of a stopover in the Easter Recess if the Governor was not due to be in the UK at that time).
