The Secretary of State has seen your minute of
22 March setting out Mr Goodlad's plans to visit Hong Kong during the Whit Recess. The Secretary of State is content with Mr Goodlad's plans. His only concern was that they do not affect ministerial cover arrangements for the Recess. I have assured him that they do not.
