1. The Minister was interested to see Wellington telno 102. It would now be helpful if we could push the South Pacific Forum Secretariat to agree on firm dates for the Nauru meeting soon. Clearly the Minister will not wish to attend all of the meeting: what will the requirements of courtesy. and utility dictate as to the timing of his arrival and departure? I take it that it is unlikely that he would be able to take advantage of the New Zealand Government aircraft?

As you will be aware from your conversations with Mr Goodlad last week, he still hopes to visit Australasia this summer probably in conjunction with the Nauru meeting. This visit could include Wellington, Canberra and several of our subordinate posts (3 or 4, not including the British Government Wireless Relay Station at Darwin) in Australia. He would be wearing his Administration as well as his Geographical hat. If possible, the Minister would like to tack on a short period of leave, to allow him to visit the Great Barrier Reef. Visits to Brunei or Hong Kong on the way back to the UK are also possible.

Parliament normally goes into recess in mid-July, though it cannot be excluded that the session will drag on beyond this. If the Nauru meeting slips to August, it might be possible to fit in some of the visiting (subject to negotiation with the Private Office and other FCO Ministers to ensure adequate cover in London) beforehand.
4. I am sure that Canberra would prefer more clear-cut guidance (as sought in Mr Mackley's letter of 19 February to Mr Holmes) but that may not be possible for some time to come. It would nevertheless be helpful to see an early draft outline programme (or, more likely, alternatives) from Canberra, based on the above, to give the Minister something on which to focus. Obviously nothing should be said to the
host government yet.
