2. Briefing will be in the same format as for Mr Goodlad's visit last September but shorter: PS/Mr Goodlad has agreed that we can condense any background into the steering brief. This means no separate background is required unless please

programme. It may well be necessary to provide a further update just before the Minister's departure on Friday morning, 28 May (he arrives in Hong Kong on 29 May).
