international emission standards for all imported vehicles were

introduced on 1 January 1992. Control is continually being

tightened under the Air Pollution Control Ordinance and air

quality problems due to vehicle emission and construction dust

are being examined.

Noise Pollution Control

Controls are continually being tightened, especially

on noisy construction equipment, under the Noise Control

Ordinance. Since 1986 over 100 schools severely affected by road

traffic and aircraft noise have been provided with noise

insulation and air conditioning. The Quiet Road Surface Programme

is also continuing to lessen the impact of traffic noise on thousands of residents living close to high speed trunk roads.

Over 300,000 people will benefit from a much quieter environment

when Kai Tak airport is closed.

Environmental Assessment and Monitoring

Environmental Impact Assessment (EIA) and Environmental

Auditing are conducted for all major development projects, including those under the Airport Core Programme, and legislation to make EIAS statutory is proposed. The overall environmental

impact of major projects in the West Kowloon area is monitored

by an Environmental Project office.
