Under Article 39 of the Basic Law, the ICCPR as applied

to Hong Kong shall remain in force and shall

be implemented through the laws of the Hong Kong Special Administrative Region. The Hong Kong Bill of Rights Ordinance has also incorporated relevant provisions of the ICCPR as applied to Hong Kong. A concern among Members is whether a mechanism will be put in place to ensure the continued application of the Covenant after 1997 without interference from China.

Nationality Servicemen

Tho wives and widows of former servicemen have only been given assurance by the Home Secretary that they would be allowed to settle in the UK at any time provided that they are still resident in Hong Kong and in the case of widows, that they have not re-married.

The assurance does not grant them the right of abode in the UK. To acquire full British citizenship, they would have to fulfil the residence
