capitals were also asked to request their host governments

to increase their CPA contributions to enable the UNHCR to

repay its debt to Hong Kong.

The British Government has contributed generously

the cost of resolving the Vietnamese migrant

US$100 million since 1989 and we shall continue

to do 50. In the current year, the British Government has

made available US$10 million for the CPA, which represents

one-torth of tho annital hudget. We shall also again

be contributing to the European Community Reintegration

Programme for those who return to Vietnam.

asylum policy on Hong Kong. The current Vietnamese migrant policy, including detention, screening and first asylum, was proposed by the Hong Kong Government

approved by UK Ministers in 1988; it was endorsed by

the international community in 1989.
