We must issue BN (0) passports to those who want
them before 30 June 1997, The agreement we reached with
China, and which is set out in the Memoranda to the Joint Declaration, was that all passports must actually be
issued by this date.
7.
No Lights are being removed. BDTCS will retain
their status even if they apply for and receive a BN(0)
passport. The only change will be in the travel document
they use.
8.
The Governor has offered to set up an Advisory
Panel to deal with late applications. The Panel will have
a majority of Legislative Council Members.
9.
The Order in Council will be tabled in Parliament
(timing to be decided in London). But we wish to get it
through during this session in order to allow as much time
as possible for people to apply.
10.
(If pressed) Parliamentary convention does not
permit us to publicise the order until after it is
presented to Parliament.
