CHECKLIST FOR MEETING WITH LEGCO, 1 JUNE
INTRODUCTORY REMARKS
Delighted to be here with you again. A lot has happened since my last visit in September last year. But I have of course been keeping in close touch with events. The visits which many of you have paid to London in the intervening months have played an important part in enabling me to do this. I am always happy to see you and to listen to what you have to say.

My door is
Since my last visit, one of the main issues of concern to this Council, as well as to the British and the Hong Kong Governments, has been constitutional development, in particular the Governor's proposed arrangements for the District Board elections in 1994 and the Municipal Council and LegCo elections
in 1995.
As you know, we and the Governor thought it right that these proposals should be discussed freely and openly in Hong Kong and that Hong Kong people should be able to express their opinions. (We consider it a healthy thing that this Council has had a number of motion debates on issues arising from those proposals.) We also made it clear from the beginning that we wanted to discuss the 1994/95 electoral arrangements with the Chinese Government, with the aim of reaching an understanding with them and a smooth transition in 1997. Our essential aim -
and we have repeated this many times is that these elections should be open, fair and acceptable to the people of Hong Kong.
