MR GOODLAD'S AUTUMN TRAVEL PROGRAMME

1. Mr Goodlad plans to undertake the following visits abroad during the next few months. He would be grateful for the Secretary of State's agreement to the programme, where this has not already been given.

USA

The Secretary of State has already agreed that the Minister should visit Washington, New York, Seattle and Los Angeles between 19 and 28 September. However, we still await approval of post's recommendation that there should be a brief overlap between Mr Goodlad's and the Secretary of State's visits to Washington in order that both should attend a dinner hosted by the Ambassador (it would not be easy to get good attendance for two dinners for two FCO Ministers in quick succession). Since the sequence of visits hinges on this, it would be helpful to have an early steer.

HONG KONG, THAILAND AND LAOS

The Minister would like to visit Hong Kong and Thailand (and, if HMA Bangkok agrees, Laos) between 10 and 19 October. The Secretary of State has already agreed in principle that Mr Goodlad should visit Hong Kong around this time, not least to show solidarity with the Governor following his annual speech to Legco. The programme elements for Hong Kong visits virtually pre-set themselves; but on this occasion the Hong Kong Government has advised that there should be an education sub-theme. In Thailand,
