Mr Goodlad has seen your submission of 3 September and your recommendation that he offer the HMOCS Association the opportunity to speak with him while he is in Hong Kong.

2. The Minister has commented that "This looks fine. Thank you. I wonder, however, whether we should not offer a lunch/ reception/dinner slot to Francis Cornish as well as a bilateral. It might be helpful to him. Also the usual brief bilateral with Mr A Ng." Mr Goodlad would be grateful if the telegram could be amended to include these points before despatch.
