Mr Goodlad's Autumn Travel Programme
The Secretary of State has seen a copy of your minute of 25 August setting out Mr Goodlad's proposed travel programme for the autumn. He has made the following
comments.
USA
Already approved by the Secretary of State. He is content that the Ambassador's dinner for him on Tuesday 21 September should also include Mr Goodlad and that a number of guests be invited specifically for Mr Goodlad to meet.
Hong Kong, Thailand and Laos
The Secretary of State is content with the Minister's plans to visit Hong Kong and Thailand. No case is made for a visit to Laos and the Secretary of State wonders whether this is justifiable. You might look at this again and
resubmit. Planning for the visit to Hong Kong and Thailand should proceed.
Japan and Dusseldorf
The Secretary of State is content with Mr Goodlad's proposals.
China and Hong Kong
But
The Secretary of State agrees that it will be important for Mr Goodlad to visit China at some stage. he doubts whether the period 28 November 2 December is a good one. Negotiations with China will be reaching a
