6. I asked how Tennant viewed the prospects in Cambodia. not optimistic. Even if the May elections were conducted satisfactorily, the Khmer Rouge were likely to cause further trouble later in the year. The UN military presence might need to be retained for some time, unless the international community simply decided to give up on Cambodia. The Canadians would anyway be reluctant to keep their approximately 215 military personnel in UNTAC longer than August.
7. I said we would be seeking further DEA briefing on Mrs McDougall's trip after her return. In answer to my question Tennant said he thought Howard Balloch (who is accompanying Mrs McDougall) would be very willing to give an EC briefing. I shall explore this with the Danish Counsellor.
