9. Since I dictated the above paragraphs I have received the attached minute from Graham Fry, recording discussion with members of the Canadian High Commission. In the time available before my getaway I cannot rejig my letter accordingly. But you will see that the Canadian idea does appear to have some backing in Ottawa; is being down- graded and removed from any academic cover; but is now focussing on Hong Kong (a mixed blessing for you).
