Points to make

-

Grateful for Canada's staunch support for Chris Patten's efforts to build up democracy. Hope new Government will be

able to maintain that.

Crucial that Hong Kong should have an openly and fairly elected Legislative Council to bolster the rule of law, upon which Hong Kong's way of life and continued success depend.

Our talks with China now at a crucial stage. Time now short to reach agreement. Doing all we can. Not sure if China

wants a deal.

Helpful for China to know that Hong Kong's important trading

partners such as Canada attach importance to full

implementation of the Sino-British agreements, and are looking for evidence that China is serious about preserving Hong Kong as a successful economic centre in a region of growing

importance.
