1. Thank you for your letter of 1 March. I am sorry to be slow in commenting, but I can now tell you that we are generally content with your draft paper. our only substantive quibble is that the first tiret of the conclusions in paragraph 2 sounds more optimistic than the body of the paper about the possibility of partners' applying effective pressure to change Chinese behaviour towards Hong Kong.
