The Prime Minister will wish to acknowledge the helpful line that Mr Bildt has taken on Hong Kong in public and in
private with the Chinese (he has encouraged them to increase
democracy in Hong Kong and to be sensitive to worries in Hong
Kong grounded in the events at Tiananmen Square) and to update
him briefly on the progress limited so far
