I should have told you earlier that in the course of my talks at the Russian Foreign Ministry on 24 and 25 June I raised Hong Kong. I brought the Director of the Asia Pacific Bureau up to date, in general terms, on constitutional matters and the way the talks were then going, drawing on your helpful brief. Mr A Vassiliev, First Asia Pacific Bureau (who came here in January and who has 10 years' experience in China) was sympathetic and grateful.

He had no more concrete news on the Russian Consulate General in Hong Kong but said they were pursuing the matter, looking for accommodation and hoped to set up shop perhaps towards the end of this year. Because of the costs involved it might be a smaller operation than they had originally conceived.
