We discussed Lord Wilson's letter of 22 September (copy below). There is no classification on the document concerned. Hordur Bjarnason gave me a copy when I called on him on 30 September.

I intend, by copying this minute and the letter to inform WED and ESED about this visit. As you are aware, I attach much importance to the question of alternative and (reasonably) cheap sources of energy. do wish we had known about the visit. We must work on the MFA. It is not the first time we have been left standing. However, there is a secondary point here. Lord Wilson had dinner with Jon Baldvin Hannibalsson (Minister of Foreign Affairs) albeit in his capacity as Minister of Trade. But I wonder whether the conversation got round to Hong Kong (David Wilson was Governor before Chris Patten).

The question arises in my mind because Jon Baldvin, at our first meeting, taxed me for five minutes on what British objectives were there and what the new Governor was attempting to achieve. Because of my close association with dependent territories over the last few years, I was able to answer with some compelance. further enquiry, a contact told me since Iceland was at the moment considering opening a mission in either Peking or Tokyo he thought Jon Baldvin might be considering Hong Kong as an alternative!
