HONG KONG: INTERNATIONAL SUPPORT
1. It was agreed at OPD (K) on 10 November that we should brief
friends and allies who have forthcoming contacts with the
Chinese leadership so that they know what points we would like
them to get across on Hong Kong.
2. We have already submitted a message to the Germans in
advance of Chancellor Kohl's visit to China.
3.
I now submit two telegrams:
One in the form of a message from Sir J Coles to his American
and Japanese opposite numbers, following up the discussions at
Chevening and suggesting points for their use when their Heads
of Government see President Jiang Zemin in Seattle
(19-20 November).
- A separate telegram to Canberra, Wellington and Ottawa asking
Posts to feed in the same points of substance in case these
countries are also having bilaterals with Jiang Zemin.
