There was discussion at OPD(K) on 10 November of the need to encourage those friends and allies who would be seeing Chinese leaders in the coming weeks to take a supportive line on Hong Kong.

The

Chancellor Kohl will be in China next week. Governor has already written to him about the situation in Hong Kong: I enclose a copy of his letter. Nigel Broomfield has also discussed with Bitterlich the sort of points which the Chancellor might make to the Chinese leadership. However, it could as we discussed - be useful to send Bitterlich a short update on the outcome of

We were asked at OPD(K) to establish whether Chancellor Kohl would be issuing an invitation to Premier Li Peng to pay a return visit to Germany. We have been told in confidence by a member of his staff that this is under consideration, and that whether the Chancellor issues an invitation will depend on how Chinese leaders respond to him on human rights, and how many contracts they get out of the visit. If a visit was to take place, it would probably not be until 1995, given the various German elections in 1994.
