With the Prime Minister's agreement, I have written as recommended to Bitterlich. I enclose the text, which goes with a copy of this letter to HM Ambassador at Bonn. I would be grateful if the Bonn Embassy could deliver a copy to Bitterlich as soon as possible. I had hoped to use the new secure fax link, but I am told that it does not yet exist.

Bitterlich was grateful for the very clear briefing he had received from Sir Nigel Broomfield, as well as for the Governor's letter. I said that my letter was deliberately short so as not to add to the volume of paper on this subject. It was simply intended to convey the Prime Minister's views after the OPD(K) discussion. There was no need for the Chancellor to speak at great length or in any detail to the Chinese about Hong Kong. But it would be very helpful if he could make some broad brush references on the lines suggested by Sir Nigel Broomfield.

Bitterlich said he would let me know how he got on.
