I submitted on 10 November a draft message to go from
Mr Lyne at No. 10 to Bitterlich with some briefing points in advance of Chancellor Kohl's visit.
2.
We discovered that Sir N Broomfield has today seen Bitterlich and made much the same pitch to him. After consultation between the Private Secretary and Mr Lyne, it was agreed that we should put up a revised message to Bitterlich,
cast as an informal account of the conclusions from this weeks
OPD (K) meeting. I submit a draft on these lines, which should if possible reach No.10 this evening.
