Hong Kong issues
On Hong Kong/China, the Chancellor will have just visited China (14 22 November, returning to Europe via Hong Kong and
a call on the Governor). We briefed the Chancellor's office
before his departure on the latest developments in the talks with China over Hong Kong's electoral arrangements, explaining that the next few weeks would be crucial for the successful outcome of talks with the Chinese and requesting that the Chancellor say anything he could to underline the need for a sensible Chinese approach at this stage. It would be useful if the Prime Minister could ask the Chancellor whether he was
able to raise Hong Kong, and what sort of spin the Chinese gave Hong Kong issues in any response. The draft opening statement for the press conference after their bilateral includes a reference to Germany showing our interest in the
full implementation of the Sino-British Joint Declaration.
