As you know the Chancellor has just returned from a visit to China and he briefed me on that, and I briefed him on [progress in] our talks with China about Hong Kong. Our objective in these talks, of course, is not to "increase" or "speed up" democracy in Hong Kong, but to ensure that the democratic system which China and Britain signed up to in the 1984 Joint Declaration is fully and properly implemented. one of the leading European investors in Hong Kong, Germany shares our interest in the full implementation of the Sino-British Joint Declaration in order that, after 1997, Hong Kong can continue to enjoy the remarkable success she does today.
