CHANCELLOR KOHL'S VISIT TO CHINA; INVITATION TO PRESIDENT JIANG ZEMIN
The Governor was grateful for sight of Graham Fry's draft submission of 18 November on this subject.
IZ Chancellor Kahl really has passed од an invitation to Jiang Zemin from the
the German President to visit Germany, this would not only undermine the credibility of EC sanctions; it would also damage our own negotiations with the Chinese over Hong Kong. The Govarnor suspecta tikum to
Chinese already have the impression that, whatever happens in our negotiations, we are not going to gat much solidarity from our EC partners. Chancellor Kohl's visit will have reinforced any such impressions.) and a presidential invitation will have confirmed them (unless Kohl also put across halpful signals over Hong Kong. But we have no evidence that he did).
As it stands, the draft submission does not make
damages
it clear that this initiative interests. The Governor believes that it firmly of the view that we should flag in how we proposa to make this point clear themselves.
