TUR provides useful background but does not explain why the Germans, having taken their decision, did not even notify partners before it was announced in Peking on 17 November.
As seen from here, it seems likely that the question of breaking through the EU ban was on the agenda of Kastrup's talks with Vice-Minister Jiang Enzhu in preparation for the visit on 4/5 November. The German Embassy here declined to give partners any read-out of those talks, but we note from Ross' (Bonn) helpful teleletter of 1 December that they were "very frosty". Breaking through the EU ban has been a key MFA objective, and a key personal objective for Jiang Enzhu. In the light of our own experience with the Chinese in 1991 (Hong Kong airport), it seems possible that the Chinese made clear that there would be specific rewards, (eg the Canton Metro) for an agreement to exchange visits - and that in the absence of such an agreement Kohl's pickings here would be thin.
