former German Ambassadors to China one of whom had advised in favour of taking up the invitation, the other against. One question was what the objective of the visit would be. Kohl had already achieved a success on the economic front. For von Weizsaecker a human rights emphasis would be natural but real success here was unlikely. They had delayed their submission to the President on the visit in order to hear what we had to say about Hong Kong. This would be taken fully into account.
