INTERNATIONAL SUPPORT FOR HONG KONG
Positive economic picture (5% growth this year and next). South China economic development irreversible. Hong Kong’s success hinges on its economy. But we also need to create the right political environment. The two interact.
- On 7 October Mr Patten proposed a package of measures designed to develop vigourous democratic institutions in Hong Kong, while maintaining an efficient, executive-led Government. These were well received in Hong Kong and Mr Patten continues to command a high level of local support for his proposals. But business community unsettled.
- We fully support Mr Patten and his proposals for constitutional development. They represent the best way forward for Hong Kong (and do not conflict with the Joint Declaration or the Basic Law).
- No wish to give the impression of trying to orchestrate a public campaign against China. But helpful if you, as a major economic partner, could take any opportunity in private contacts with the PRC to emphasise the importance you attach to Hong Kong's continued stability and prosperity as set out in the Joint Declaration, and to tell the Chinese you support Mr Patten's proposals for increased democracy.

LEE KUAN NYEW'S ALLEGATIONS OF UK/US CONSPIRACY
- Governor's proposals were formulated in the light of his discussions during his first two months in Hong Kong. They reflected his assessment of what Hong Kong people wanted.
- Ministers were of course informed of the Governor's conclusions and gave their full support. There was no prior consultation with any Western Government about these proposals before they were announced. Untrue that the proposals are part of an international conspiracy against China.
