TALKS WITH THE RUSSIANS ON ASIA PACIFIC ISSUES

I refer to your minute of 5 January to Mr Morris. Ms Duffield (who succeeded Mr Crawford in Eastern Department) agrees that it would be useful to hold talks on the Asia Pacific. She suggested that such talks would be most valuable if the range of topics is limited to those of greatest interest/importance.
2. The next step is to draw up a suitably concise agenda which the Embassy in Moscow can put to the Russians. I suggest the following headings but would be grateful for your thoughts and those of copy addressees:
