TALKS WITH RUSSIANS ON ASIA/PACIFIC ISSUES
1.
Your minute of 20 January to Mr Masefield invited comments from other departments. The following topics of interest to SAD might also be covered in talks with the Russians:
a)
Non-proliferation in the sub-continent;
b) Indo-Pakistan relations (including Kashmir);
c)
d)
e)
2.
Afghanistan - would inevitably include some reference to POWS and missing Afghans;
Islamic fundamentalism in the region (the forthcoming RAD seminar on "The Islamic Factor" in the FSU will be a useful scene setter);
Economic reform in South Asia (although one might expect the Russians to have less to say they might welcome an exchange of views);
of the above topics the first two are of most importance and are those which we would expect the Russians to have most to offer. Afghanistan and Islam while interesting, should be a lower priority.
