I recommend that we should accept Mr Kunadze's proposal to have talks in London with you, supported by members of Asian departments as appropriate. In the light of advice from our Embassy in Moscow, we might suggest that Mr Goodlad should host a lunch. If you agree, I suggest that the next move should be for our Embassy in Moscow to discuss details with the Russian MFA on the basis of dates that would suit you. We would keep the Russian Embassy in London informed.
