TALKS WITH THE RUSSIANS ON ASIA PACIFIC ISSUES

As you know, we have received a number of suggestions from the Russians that they would be interested in talks about Asia. The most recent proposal, put to FED by a China specialist from Moscow during a sponsored visit to the UK, is a suggestion that Deputy Foreign Minister Georgi Kunadze should visit London for talks on Asia at the end of March. Dr Vassiliev, who was accompanied by Mr Ratiani, Counsellor at the Russian Embassy, mentioned that Mr Kunadze would like to have talks with you and others.

At about the same time, Mr Galitsin, another Counsellor at the Russian Embassy, told me that a Mr Kotov, whom he described as your opposite number, would be attending the Wilton Park conference on South Asia, 8-12 March. I shall be attending part of the Wilton Park conference and chairing a couple of sessions. I agreed with Mr Galitsin that it would be useful for Mr Kotov and myself to make some time in the margins of the conference to talk about subjects other than South Asia.

Trawls of departments have produced a long list of topics that we might usefully discuss with the Russians. I annex a suggested agenda which groups these topics under six headings.
