commit ourselves now to a timetable for this, or to the identification of specific Chinese actions which would trigger relaxation of the restrictions. We owe China no favours at present. The fact that relations with the EC are not yet fully normalised is a matter of concern to Chinese leaders, and may represent a (marginal) constraint on their actions;

we should however be ready to see a broadening of the political dialogue between the EC and China. This is consistent with our own desire to see China more fully engaged with the international community as its economic and political power grows. It also helps head off pressure within the Twelve for movement towards the relaxing of the Madrid measures;

we should ensure that this broadened dialogue covers not only those areas where China will be gratified to be consulted (eg regional issues) but also areas where we are seeking improved Chinese performance (eg human rights, Tibet,

non-proliferation).

The draft COREU telegram, prepared by FED, sets out a number of ideas on these lines. (Certain details need further discussion with other departments before it is despatched.) If Mr Goodlad is content with the general approach set out above we shall proceed accordingly in finalising the telegram and in subsequent discussion in the Asia Working Group.
