No wish to give the impression of trying to orchestrate a
public campaign against China. But helpful if you were able
to emphasise in your private contacts with the Chinese the
importance Finland attaches to Hong Kong's continued stability
and prosperity and to impress upon the Chinese the importance
of following through on "one country, two systems" and showing by their actions that they are serious about presenting Hong
Kong as a successful economic centre in a region of growing
importance.

Quite understand your concern that political matters should
not affect trade relations with China. We ourselves would
regret it if China allowed our differences over Hong Kong to
affect our broader bilateral relations. Commercial and
economic relations should be decided on their merits.
