RESTRICTED

A meeting with the US Secretary of State may not be needed following the session that will have taken place at Dumbarton Oaks on 22 September, but UKMIS should keep open a slot with their American colleagues.

After that,

The Secretary of State would like to hold in reserve the possibility of bilateral meetings with the Foreign Ministers of Ukraine, Egypt, India and Kuwait. there may still be times (but they are a lower priority) For the Foreign Ministers of Algeria and Chile and

Azerbaijan. The other bids (the President of Eritrea and the Foreign Ministers of Bulgaria, Uruguay, Yemen, Bahrain, Cuba, Ethiopia, Finland, Jordan, Korea, Malta, Pakistan, Romania, Slovakia, Sri Lanka, Turkmenistan and the Federal Republic of Yugoslavia) should now be politely declined.

As there is an EC Foreign Ministers Informal Meeting this weekend and a Foreign Affairs Council on Monday 4 October, it is unlikely that separate bilaterals with EC colleagues will be necessary, but please let me know if we receive specific requests.
