Thank you for your letter of 18 February with briefing for Ray Seitz's citize call on the Prime Minister which took place this morning.

Northern Ireland

The Prime Minister had with him the latest version of the possible announcement of a fact finding mission to Northern Ireland. He said that, with local elections pending, the American announcement would have disproportionate importance. There was a danger of the President being blamed for the non resumption of talks. In response to Ray Seitz's comment that Tom Foley would, he hoped, go to London, Belfast and Dublin the Prime Minister said that there was a real danger in Speaker Foley being given a warm reception in Dublin with the Green Lobby very prominent, and a hostile reception in Belfast from the Unionists. That would in turn be reflected in opinion in our Parliament. The perception would be that the US was becoming involved in a domestic UK issue. There would be those who, for domestic political reasons, sought to invent or magnify differences between the British and American governments.

In a discussion of the timing of any announcement it was agreed that it would be best if nothing was announced until well after the Prime Minister's visit though not so late in March as to get caught up in the St. Patrick's Day statement traditionally made by the President.

Visit by President Clinton to the UK

The Prime Minister said he hoped that President Clinton would accept in principle an invitation to visit the UK even if dates were set later. Mr. Seitz
