PRIME MINISTER'S VISIT TO JAPAN, 18

21 SEPTEMBER 1993

HONG KONG

Points to make

CONSTITUTIONAL TALKS

Know you

Grateful for Japan's support over Hong Kong.

share our view that the rule of law and sound democratic

structures will be essential in maintaining business

confidence after 1997. Helpful for China to be reminded in

private that major economic partners of Hong Kong like Japan attach importance to full implementation of the Joint

Declaration.

Our talks with China on Hong Kong electoral issues are

now dealing with concrete issues. There is still a

considerable gap between us but we are working hard to reach a

successful outcome.

-

The Secretary of State's visit to Peking on 9 July was

useful in focussing Chinese attention on the essential issues and on the need to make more rapid progress. Time is not unlimited. Practical arrangements will need to be in place in

good time for the local elections in 1994 and the LegCo

elections in 1995.
