Hosokawa raised Hong Kong in his Seattle bilateral with Jiang Zemin.

Sugino (Minister, Japanese Embassy) telephoned Fry (FED) on 22 November and asked him to inform Coles that, as requested, Hosokawa had raised Hong Kong with Jiang Zemin. Since their bilateral had lasted only 30 minutes, effectively 15 with interpretation, and had covered four subjects, the reference had been relatively brief. Hosokawa had exprassed his strong hope that the issue would be resolved in a friendly manner. A satisfactory resolution was very important for the world economy. Jiang had replied that negotiations were currently under way with the British Government. Whatever their outcome, sovereignty would revert in 1997 to China. The aim of the present negotiations was to ensure prosperity and stability even after 1997. That was important and beneficial for the inhabitants of Hong Kong and for both Britain and China.
3. Fry thanked Sugino for this read-out. We appreciated the fact that Hosokawa had underlined the priority of this issue for Japan by raising it on this occasion.
4. Sugino added that the other three issues were:-

North Korea nuclear. Jiang said that China hoped for a stable and non-nuclear Korean peninsula. He hoped the DPRK/IAEA talks would reach a solution. China's influence would be used positively, not negatively.
